Terms of Service
Effective date: October 18, 2026 · Last updated: October 18, 2026
These Terms of Service ("Terms") are an agreement between you and Open Field Group ("Open Field Group," "we," "us," or "our"), the company that owns and operates FedRegBrief, including the website at fedregbrief.com, our free and paid email digests, the account pages, and the reply-to-track feature (together, the "Service").
By signing up, confirming a subscription, starting a trial, or otherwise using the Service, you agree to these Terms and to our Privacy Policy. If you're signing up for a company or other organization, you confirm that you're authorized to accept these Terms on its behalf, and "you" includes that organization. If you don't agree, please don't use the Service.
The short version
This summary is here to help you read the Terms. It isn't a substitute for them.
- We summarize; we don't advise. Our summaries and "Potential implications" notes are our own analysis. They are not legal advice. Always check the official Federal Register text before you act.
- Federal only. We cover documents published in the Federal Register. We don't cover state or local rules.
- We're not the government. FedRegBrief is not a U.S. government website and isn't affiliated with the Federal Register, the Office of the Federal Register, the Government Publishing Office, or any agency.
- Paid plans renew automatically until you cancel. You can cancel at any time, and you keep access until the end of the period you've paid for.
- Your profile stays confidential. We never share your company profile or your digests with other customers.
- Paid digests stay inside your company. Please don't resell them or redistribute them outside the subscribing company.
1. What FedRegBrief does
Free agency digests. Free subscribers choose one or more federal agencies and get one combined email on each Federal Register publishing day. It contains plain-English summaries of that day's documents from those agencies. Free subscriptions use double opt-in, which means nothing is sent until you click the confirmation link we email you. Every digest includes a one-click unsubscribe link.
Paid tailored and team digests. Paid plans build a daily digest from a company profile that you give us, covering things like your operations, assets, products and interests. Team plans can split the digest into separate breakouts for different teams. Paid subscribers can also reply to a digest by email to track specific items, such as a document number, docket or RIN.
Coverage limits. The Service covers documents published, or placed on public inspection, in the Federal Register. We don't monitor state or local rules, court decisions, or agency guidance that isn't published in the Federal Register. Within that scope we work to be thorough, but we don't promise that every relevant document will be caught, classified correctly, or delivered on a particular day.
How summaries are made. We use automated tools, including artificial intelligence (AI) tools, to help draft summaries, classify documents, and match them to profiles. The output can contain errors or omissions, so you should read it together with the official source, which we link from every item.
2. Not legal advice. Always check the official text
FedRegBrief is an information service. The summaries, classifications, deadlines, "Why this matters to you" notes and "Potential implications" notes are our analysis of public documents, written to help you triage. They are not legal, regulatory, compliance or other professional advice, and using the Service does not create an attorney-client or other professional relationship with us.
The official Federal Register document is the only authoritative version. Before you rely on any item, including its effective dates, compliance dates or comment deadlines, read the official text and, where appropriate, consult your own counsel or compliance advisers. You are responsible for the decisions you make using the Service.
3. Not a government website
FedRegBrief is an independent service of Open Field Group. It is not a U.S. government website. We are not affiliated with, endorsed by, or acting for the Federal Register, the Office of the Federal Register (OFR), the National Archives and Records Administration, the Government Publishing Office (GPO), or any federal agency. Agency names are used only to describe the documents we summarize.
4. Eligibility and accounts
- You must be at least 18 years old and able to enter a binding contract to use the Service. The Service is designed for business and professional use. It is not directed to children, and children under 13 may not use it.
- Give us accurate information when you sign up, and keep it up to date. This includes your email address and company profile.
- Sign-in uses one-time links sent to your email. Keep your email account secure, because anyone who can open those links can reach your account. You're responsible for activity under your account. Tell us right away at support@fedregbrief.com if you think someone has accessed it without permission.
- If your company adds team members or digest recipients, your company is responsible for choosing them, for their use of the Service, and for having the right to give us their work email addresses.
5. Email digests and your email choices
- Free digests are sent only after you confirm your subscription through double opt-in.
- Unsubscribing. Every digest has a one-click unsubscribe link. You can drop a single agency or unsubscribe from everything. We act on unsubscribe requests promptly, and always within the time the law requires.
- Service messages. While you have an account or subscription, we may send you messages about it, such as sign-in links, receipts, renewal and trial reminders, and notices about changes to these Terms. These aren't marketing, and you can't opt out of them while your account is active.
- Marketing. If we send marketing email, each message will identify us, include our mailing address, and offer a working unsubscribe link.
6. Paid plans, billing, renewal and cancellation
Plans and prices. Our current plans and prices are shown on our Pricing page and when you check out. Prices are in U.S. dollars and don't include taxes unless we say they do.
Payment processor. Payments are handled by a third-party payment processor, such as Stripe. By subscribing, you authorize us and our processor to charge your payment method. We do not receive or store your full card number.
Automatic renewal. Paid plans are billed monthly or yearly, as you choose, and renew automatically at the end of each billing period unless you turn auto-renew off in your account or cancel. We will charge the then-current price for your plan until you cancel. Before you subscribe, we will clearly show the price, the billing frequency, and how to cancel. We'll also send any renewal reminders the law requires.
Cancelling. You can cancel at any time from your account page or by emailing support@fedregbrief.com. Cancelling stops future charges. Your paid features continue until the end of the billing period you've already paid for, and then stop. We don't charge cancellation fees.
Refunds. You can ask for a full refund of a new charge within 3 days after it is made by contacting us at support@fedregbrief.com. After 3 days, except where the law requires otherwise, payments aren't refundable and we don't give refunds or credits for partial billing periods. We will always fix a billing error.
Free trials. We may offer a free trial of a paid plan. We allow one free trial per company, and we may decline or end a trial if we reasonably believe it duplicates an earlier one, for example because it uses a new email address at the same company. If a trial requires a payment method, the paid plan will start, and you'll be charged, when the trial ends, unless you cancel before then. We'll tell you when the trial ends and what you'll be charged.
Price changes. We may change our prices. If a change affects your plan, we'll email you at least 30 days before it takes effect, and the new price will start at your next billing period after that. If you don't want to pay the new price, you can cancel before it takes effect.
Failed payments. If a payment fails, we may retry it and may pause paid features until the balance is paid.
Taxes. You're responsible for any sales, use or similar taxes that apply to your purchase, other than taxes on our income.
7. Your information and confidentiality
What's yours stays yours. You own the information you give us, including your company profile, team setup, tracked items and the emails you send to your reply-to-track address ("Customer Information"). You give us permission to use Customer Information only to provide, secure, support and improve the Service, as described in these Terms and our Privacy Policy.
Confidentiality. We treat your company profile, your tracked items and your digests as confidential. We never share them with, or show them to, other customers. Our staff and contractors can access them only when needed to run or support the Service, and they're bound by confidentiality duties. We may disclose them if the law requires it, as described in our Privacy Policy.
Aggregated, de-identified review. To improve coverage for everyone, we may review patterns across customers internally, for example which kinds of documents tend to matter to which kinds of operations. We do this only with aggregated, de-identified information that doesn't identify you or your company. We do not publish or sell it, and we never reveal one customer's profile or interests to another.
Please don't send us sensitive data. The Service doesn't need personal information about individuals beyond work contact details. Please don't put sensitive personal information, export-controlled technical data, classified information, or other regulated data in your profile or replies.
Feedback. If you send us suggestions or feedback, we may use them freely to improve the Service, without any obligation to you.
8. Our content and how you may use it
Public documents. Federal Register documents are public government works. Nothing in these Terms limits any right you have to use the official documents themselves.
Our work. The Service, including our software, design and branding, and the summaries, selections, classifications, "Potential implications" notes and digest layouts we create, belongs to Open Field Group and is protected by intellectual property laws. Subject to these Terms, we give you a limited, non-exclusive, non-transferable, revocable license to use the Service and its digests:
- Free digests: for your own professional use. You may share individual items with colleagues, but please don't republish digests in bulk, for example on a website, feed or mailing list.
- Paid digests: for the internal business use of the subscribing company and its employees and contractors who are working for it. You may not resell, sublicense, or redistribute paid digests, or substantial parts of them, outside the subscribing company, unless we agree in writing. This includes forwarding them to clients or affiliates outside the company. If you need wider distribution, contact us about a plan that covers it.
9. Acceptable use
When you use the Service, you agree not to:
- scrape, crawl, or bulk-download the Service, or access it by automated means except through features we provide for that purpose;
- copy, reverse engineer, or build a competing product from the Service or its output, or use our digests to train or improve AI models without our written permission;
- share accounts or sign-in links, set up multiple accounts or companies to get more than one free trial, or misrepresent who you are or which company you work for;
- send spam, malware, or abusive or unlawful content to the Service, including through reply-to-track addresses, or spoof another sender;
- interfere with, overload, or probe the security of the Service, or get around its access limits;
- present our content as official government communication or as legal advice, or remove the notices that come with it; or
- use the Service in violation of any law, including U.S. export control and sanctions laws.
10. Third-party services and links
Digests link to official sources, such as federalregister.gov, regulations.gov and agency websites, and we rely on third parties, such as our hosting provider, email service provider and payment processor, to run the Service. We don't control third-party websites or services and aren't responsible for their content, availability, or practices. Your use of them is governed by their own terms.
11. Changes to the Service
We're constantly improving FedRegBrief, so features may change. We may add, change or remove features. We won't materially reduce the core features of a paid plan during a billing period you've already paid for. If we discontinue a paid plan entirely, we'll give you reasonable notice and a pro-rated refund of any prepaid fees for the period after it ends.
12. Suspension and termination
You can stop using the Service at any time by unsubscribing, cancelling your plan, or asking us to close your account.
We may suspend or end your access if you materially breach these Terms, including the redistribution and acceptable-use rules; if you don't pay; if we have to do so to comply with the law; or if your use poses a security risk or could harm the Service or other users. Where it's reasonable to do so, we'll tell you first and give you a chance to fix the problem. If we end your access without cause, we'll refund any prepaid fees for the unused period.
When your access ends, your right to use paid digests ends too. The sections that by their nature should continue will survive, including sections 2, 3, 7, 8, 13 to 16, and 18.
13. Disclaimer of warranties
We work hard to make FedRegBrief accurate and reliable, but to the fullest extent the law allows, the Service is provided "as is" and "as available," without warranties of any kind, whether express, implied, or statutory. This includes implied warranties of merchantability, fitness for a particular purpose, title, accuracy, and non-infringement. We do not warrant that the Service will be uninterrupted, timely, or error-free, that it will capture every relevant document, or that summaries, classifications, dates, or deadlines will be complete or correct. Some jurisdictions don't allow some of these disclaimers, so some of them may not apply to you.
14. Limitation of liability
To the fullest extent the law allows:
- Neither Open Field Group nor its owners, employees, contractors or suppliers will be liable for any indirect, incidental, special, consequential, exemplary or punitive damages, or for lost profits, revenue, data, goodwill or business opportunities. This applies even if we've been told such damages are possible.
- This includes losses that come from missed, late, or inaccurate summaries; from acting, or not acting, on a digest; or from relying on the Service without checking the official text.
- Our total liability for all claims relating to the Service is limited to the greater of (a) the amount you paid us for the Service in the 12 months before the event giving rise to the claim, or (b) US $100.
These limits apply to every legal theory, whether contract, tort (including negligence), or anything else. Nothing in these Terms limits liability that can't be limited by law, such as liability for fraud.
15. Indemnity
If a third party brings a claim against Open Field Group because of your misuse of the Service, your violation of these Terms or the law, or Customer Information you didn't have the right to give us, you will defend us and cover the reasonable losses and costs that result, including reasonable attorneys' fees. We'll tell you promptly about any such claim and cooperate reasonably with you.
16. Governing law and disputes
These Terms are governed by the laws of the District of Columbia and applicable U.S. federal law, without regard to conflict-of-laws rules. If a dispute comes up, please contact us first at support@fedregbrief.com. Each side agrees to try in good faith to resolve it informally for 30 days before starting a formal proceeding. After that, any claim must be brought in the state or federal courts located in Washington, DC, and both sides consent to those courts' jurisdiction. Either side may bring an individual claim in small-claims court if it qualifies. Nothing here prevents either side from seeking an injunction to protect its intellectual property or confidential information.
17. Changes to these Terms
We may update these Terms from time to time. If we make a material change, we'll email account holders and paid subscribers, and post a notice on the site, at least 15 days before it takes effect. If you keep using the Service after the change takes effect, you accept the updated Terms. If you don't agree, you can cancel before then. Changes won't apply retroactively to disputes that arose before the change.
18. General terms
- Entire agreement. These Terms, the Privacy Policy, and any order form or written agreement you sign with us are the entire agreement between you and us about the Service. If a signed agreement conflicts with these Terms, the signed agreement controls.
- Severability. If any part of these Terms can't be enforced, the rest stays in effect.
- No waiver. If we don't enforce a provision right away, we can still enforce it later.
- Assignment. You may not transfer these Terms without our written consent. We may transfer them to a company that acquires FedRegBrief or our business, as long as that company keeps them in effect.
- Events beyond our control. We're not responsible for delays or failures caused by events beyond our reasonable control. These include outages at the Federal Register or its data feeds, internet or email provider failures, and natural disasters.
- Electronic notices. You agree that we may give you notices electronically, by email or on the site, and that those notices satisfy any legal requirement for written notice.
- Export and sanctions. You confirm that you aren't barred from receiving U.S. services under sanctions or export laws.
- Relationship. We're independent contractors. These Terms don't create a partnership, agency or employment relationship.
